NCDC has disbursed over ₹4.14 lakh crore since the Ministry of Cooperation was formed, and a 25-year roadmap was asked for.
What is NCDC and what was decided?
The National Cooperative Development Corporation (NCDC) is the national financing body for cooperatives, and its 93rd General Council met on 29 October 2026 under Union Home and Cooperation Minister Shri Amit Shah. He asked for a comprehensive 25-year roadmap for the corporation.
| Item | Figure |
|---|---|
| Disbursed since Ministry formed | Over ₹4.14 lakh crore |
| Disbursed in 2025-26 | Over ₹1.27 lakh crore |
| Net profit, 2025-26 | ₹1,475 crore |
| Loan recovery rate | 99.84 percent |
| Net NPA | Zero |
| Presence | All states and UTs |
What did the Minister say about the cooperative idea?
The Minister said India's progress cannot be judged only by GDP, per capita income or industrial investment. Real development also means every section of society gets opportunity and every citizen can live with dignity and contribute to national growth.
He said the separate Ministry of Cooperation met a decades-old demand of the sector. Its aim is not just to increase the number of cooperative bodies but to link every citizen to the development process. He tied this to the vision of Sahkar se Samriddhi.
He praised NCDC's progress over the past five years, calling it something of a golden period. He cited growth in profit per employee, expansion of loan sanction and disbursement, and net NPA held at zero.
The meeting also discussed financing expansion in the cooperative sector, development of new multi-state cooperative institutions, strengthening rural livelihoods and the corporation's future action plan.
He said the collective strength of small farmers, livestock keepers, rural women, fishers and economically weaker sections, with limited capital, is the real basis of the cooperative model.
Why does it matter for cooperatives?
- Separate Ministry of Cooperation was created to bring every citizen into development, not only to raise the number of societies.
- Presence in all states and Union Territories, including remote places such as Ladakh and small north-eastern states, widens reach.
- Benefits should now reach small farmers, livestock keepers, fishers, rural women and weaker sections.
- Governance should be professional while the outlook stays cooperative.
The Minister described all-touching and all-inclusive development: the first reaches every citizen, and the second ensures equal participation from Ladakh to Lakshadweep.
What new directions were given?
| Area | Direction |
|---|---|
| Roadmap | 25-year plan; structure, capital changes |
| North-east | North-east self-reliance projects by 2030 |
| Finance | Consortium, co-financing with NABARD, banks |
| Sugar mills | Circular economy: ethanol, CNG, value-added products |
| People | Bring young professionals into multi-state cooperatives |
The release notes the need to convert reach into benefit for small producers. It does not give details of capital-raising instruments, so those are awaited.
What is the way forward?
- Prepare 25-year roadmap
- Reform structure and capital raising
- Build consortium with banks
- Back sector projects
- Review outcomes
- Keep net NPA low while expanding lending.
- Co-finance with NABARD, state cooperative banks and commercial banks.
- Develop new multi-state cooperatives with trained young professionals.
- Shift cooperative sugar mills towards ethanol, CNG and by-products.
What is the Uttar Pradesh link?
NCDC is present in all states and Union Territories, so Uttar Pradesh cooperatives in dairy, sugar and credit can seek its finance. The direction on cooperative sugar mills to build a circular economy with ethanol, CNG and other value-added products is relevant to cane-growing states such as Uttar Pradesh.
How to use this in a Mains answer
- Cooperation as a development model: Ministry of Cooperation created to include every citizen.
- Financial health: net NPA zero and recovery rate 99.84 percent in 2025-26.
- Livelihood: small farmers, fishers, livestock keepers and rural women.
- Sustainability: circular economy in sugar mills.
Balance point: the figures are those presented by the government at the meeting. Students should treat outcomes for beneficiaries as a separate question from the corporation's own financial health.
