How is this topic framed for UPPSC GS-V?

Public services and the Public Service Commission are tested in GS-V through the Constitution first and the Uttar Pradesh practice second. The syllabus line names public services in UP and the Public Service Commission together with audit, the Advocate General and the High Court.

  • Know the Articles: 308 to 314 on services and 315 to 323 on Public Service Commissions.
  • Connect each Article to the Uttar Pradesh Public Service Commission at Prayagraj.
  • Write in three layers: constitutional base, working of the Commission, and a safeguard or reform point.
  • Keep exact words: the Commission recommends and conducts examinations, the Government appoints.

The audit, Advocate General and High Court parts of this syllabus line are covered on a separate page.

A good GS-V answer on this topic does not list Articles alone. It explains why a Commission exists: public posts should be filled on merit through a body that stands apart from day-to-day politics, and civil servants should have safeguards against arbitrary dismissal.

What is the constitutional framework for services?

Part XIV of the Constitution is titled Services under the Union and the States. Its first chapter deals with the services themselves and its second chapter deals with the Public Service Commissions.

Part XIV: services and Public Service Commissions
Article Subject Why it matters
309 Recruitment and conditions of service Parliament or the Legislature may regulate
311 Dismissal, removal or reduction in rank Safeguard for civil servants
312 All-India services Common services for the Union and States
315 Public Service Commissions One for the Union and one for each State
317 Removal and suspension of a member Protects the independence of members
320 Functions of Public Service Commissions Examinations and advice on services
323 Reports of Commissions Reports are laid before the Legislature

Article 319 bars members from holding certain offices after they cease to be members.

  • Recruitment and conditions of service are regulated by law under Article 309, so rules differ between the Union and each State.
  • All-India services under Article 312 are shared by the Union and the States, which creates a link between the Centre and Uttar Pradesh in the administration of the State.
  • The Commission chapter then protects the process of selection and the independence of the members who run it.
  1. Constitution Articles 308 to 314
  2. Recruitment rules under Article 309
  3. Public Service Commission under Article 315
  4. Examination and advice under Article 320
  5. Report under Article 323

What does the UP Public Service Commission do?

Article 315 provides for a Public Service Commission for each State, and the Uttar Pradesh Public Service Commission, known as UPPSC, works from Prayagraj. Its website lists examinations, recruitment notifications, results, press releases and an online registration system for candidates.

The Commission recruits through several routes shown on its site: interview only, screening test with interview, examination only, examination with interview, and preliminary examination with main examination and interview. The PCS examination follows the last route.

PCS examination structure, as per the owner-approved exam sheet
Stage Feature Detail
Prelims GS-I Questions and marks 150 questions for 200 marks
Prelims GS-II CSAT Qualifying, 33% needed
Prelims Negative marking 1/3 of the marks for each wrong answer
Mains Compulsory papers 8, no optional subject
Mains Marks 1500 written, 100 for interview
Mains General Hindi 150 marks, counts in the total
Age relaxation UP OBC, SC and ST 5 years
Age relaxation UP PwD candidates 15 years

The upper age limit and the cut-off date are as given in the PCS-2026 notification, so check the notification and not a coaching note.

  • The Commission home page links to the examination calendar, online notifications, results, answer keys and the list of toppers.
  • It also carries a feedback form, a grievance search, a Right to Information section and a help desk, which show how a recruiting body can be made answerable to candidates.
  • The online registration system lets a candidate register once and reuse that registration for later applications.

What do the official UPPSC statistics show?

Statistics published on the UPPSC home page
Measure 2022-24 Last five years
Applications received 15,29,728 94,38,310
Vacancies filled 12,501 58,186

The home page shows these statistics as last updated on 13 July 2023, so they are not a current count. They show the scale of recruitment: lakhs of applications narrow down to thousands of interviews. Other cells, such as the total number of services or officers in Uttar Pradesh, are not given by the supplied pages and are left blank here.

What is the Uttar Pradesh angle?

Uttar Pradesh recruits to its state services through UPPSC at Prayagraj, and the Commission also runs recruitment for posts such as teachers, medical officers and technical education lecturers, as its notice board shows. The State has its own age relaxation for OBC, SC, ST and PwD candidates under the PCS rules.

The home page also lists recruitment notices for departments such as Ayurveda, Unani, food safety and drug administration and technical education, which shows that the Commission serves many departments of the State, not only the administrative service.

For GS-V, use this to show how Article 315 works in practice: a constitutional body with its own seat in Prayagraj, a public website, online registration and published results, which supports transparency in public recruitment.

Which examples can be used in answers?

  • Article 315 in practice: the Uttar Pradesh Public Service Commission at Prayagraj.
